The development of the regional plan for heating and cooling from RES in the region of Western Macedonia was completed with the beneficial contribution from the members of the Country Governance Committee. Specifically, six policy measures have been integrated in the regional plan aiming at increasing the current penetration of RES heating and cooling in the residential and tertiary sector from 21% in 2012 to 34% in 2030.
In the beginning, the finalized version of the regional H-C plan from RES was presented focusing on the results from the implemented CBA analysis, the proposed policy measures and the monitoring mechanism.
It was decided to add as a policy measure the installation of a biomass CHP unit in the existing district heating network and to decrease the annual penetration of the individual biomass boilers in the residential sector so as to result in a more realistic exploitation rate of the existing biomass potential recognizing the difficulties for the efficient collection and utilization of the available biomass.
Moreover, it was highlighted the lack of effective financing mechanisms in order to implement the proposed policy measures. The current funds seem incapable of financing the proposed policy measures indicating the necessity to identify more flexible and efficient mechanisms so as to increase the current degree of leverage.
Finally, it was decided to be launched a more systematic procedure for the quantification of the additional externalities with the participation of the majority of the stakeholders and to update the existing regional H-C plan taking into consideration the resulted findings.
Regarding the monitoring mechanism of the regional H-C plan from RES, it was agreed that the regional authority with the technical supervision of ANKO will be responsible for the implementation of the developed regional RES H-C plan. Moreover, a signature of a memorandum of understating with all the involved parties will facilitate the implementation of the proposed policy measures within the regional H-C plan including the continuation of the current CGC. It was noted that the continuous update of the plan with the integration of additional policy measures is considered as a prerequisite in order to ensure the fulfillment of the established targets of the regional H-C plan.
Finally, it was supported the statement that the current regional H-C plan should not be treated as a stand-alone energy plan, but to be incorporated into the total energy plan of the region of Western Macedonia.
The third CGC workshop in Greece was conducted on Wednesday, 10 March 2016 with the participation of 13 stakeholders.
Firstly, the discussion was focused on the assumptions of the CBA analysis regarding the RES technologies for heating and cooling. The preliminary results from the CBA were assessed as realistic and robust. Nevertheless, it was decided to reevaluate some of the assumptions and to conduct a sensitivity analysis for the most uncertain parameters increasing the consensus and the acceptability of the CBA’s outcomes. Emphasis was given also on the utilized figures for the estimation of the externalities. It was noted that the performed CBA should take into account additional social effects, such as the created employment and the increase of the local GVA extending the framework of the analysis. Even if an opposition towards the proposed externalities by the JRC guidelines for the conduction of the CBA was declared, it was decided to utilize them initially in the developed plan. Nevertheless, it was agreed to initialize a procedure in order to quantify additional externalities in cooperation with CRES, ANKO and local universities and research centers through the implementation of specialized techniques. Furthermore, the developed plan should be updated integrating the findings from these initiatives. Finally, it was clarified that the aim of the plan is to homogenize all the relevant assumptions from the corresponding studies and to result in commonly agreed values.
Then the proposed policies and the corresponding mechanisms were assessed as rationale, while it was highlighted the necessity to take into account all the planned policies at regional level in order to facilitate the wide acceptance of the developed regional plan. In any case additional financial schemes and innovative mechanisms should be examined in cases that the existing financial mechanisms will be proved as inefficient. Furthermore, it was highlighted that the developed plan should be utilized as the main tool by the regional authority mobilizing the required investments by all the available funds.
Finally, the continuous update of the plan with the integration of additional measures is considered as a prerequisite in order to ensure the fulfillment of the regional plans’ established targets.
The 2nd CGC workshop was conducted on Wednesday, 24 June 2015 with the participation of 16 stakeholders.
In the beginning, the methodology for the data collection and the estimation of the heating and cooling demand were presented. The preliminary results were assessed as robust and realistic, while it was highlighted the problem that the available data are not homogeneous and that significant differences exist between theoretical and actual energy consumption, which must be taken into consideration during the development of the H/C plan. Moreover, the issue regarding the determination of the optimum level of spatial analysis was elaborated taking into account the availability and accuracy of the required data.
Then, the discussion was focused on the draft regional maps of the RES H/C supply and demand potential. Minor modifications were proposed, such as the utilization of common units and colors, while it was decided to send the draft regional maps to all the stakeholders in order to assess the reliability and accuracy of the estimated figures. Moreover, specific questions were raised regarding the antagonism role of the energy crops in the estimated biomass potential and the calculations about the estimated biogas potential.
Considering the CBA results, it was agreed to evaluate various RES technologies in 5-10 different scenarios for the identification of the most effective scenario, which will be utilized finally for the development of the regional RES H/C plan. For this task is crucial the integration of additional environmental and social criteria into the already selected criteria (share of RES and CO2 emissions). In any case, the specified criteria should be compatible with the established criteria of the Operational Program 2014-2020 for the economic support of RES technologies.
Finally, a preliminary discussion about the potential policies and measures, which will be integrated into the regional H/C plan, was conducted identifying potential barriers and opportunities.
The Rhodope plan was prepared in collaboration with a number of local and regional authorities, energy agencies and others and this has made the plan both in line with regional and local priorities and well-accepted by all relevant authorities. In this context, the plan has been endorsed by the three most relevant regional bodies:
- Council on Sustainable Energy at Smolyan District. The council consists of energy experts from the district, municipalities in the district, and other organizations. The plan endorsement took place at the council meeting on 25th May 2016, following the presentation of and discussions regarding the plan.
- The General Assembly of the Association of Rhodope Municipalities. The GA, consisting of the mayors and representatives of the municipal councils of all member municipalities, held its regular meeting on 26th May 2016. At this meeting, the plan was presented, discussed, and endorsed. An ad-hoc working group responsible for the plan’s implementation and monitoring has been established at ARM.
- Council on Energy Efficiency at Kardzhali District. The council consists of energy experts from the district, municipalities in the district, and other organizations. The plan was endorsed at the council meeting on 31st May 2016, which was entirely dedicated to the plan.
On Friday, March 11, 2016, the fourth “RES HC SPREAD” workshop was held in Bologna (Emilia-Romagna Region Third Tower, Viale della Fiera 8, Poggioli Hall).
The workshop comes to an end of an intense participatory process, that, since 2014, has involved dozens of representatives of different energy stakeholder, discussing over the use of renewable sources for heating and cooling. Both from public and private sectors, (manufacturers ,professional, joint venture, environmental organizations) have participated in writing an agenda of 52 measures for the promotion and dissemination of renewable thermal energy in Emilia-Romagna region.
At the end of this participated path, which could steer up to 50% of total energy consumption, the data, maps, actions and resources have been presented in the workshop, confirming the basic characteristic of Emilia Romagna region being a place of participation and free discussion.
The European RES H / C SPREAD project gave effective support to the development of the regional energy plan.

On 12th April 2016 the Fourth CGC workshop was held in Plovdiv. The event was organised by the Association of Rhodope Municipalities (ARM) and the Black Sea Energy Research Centre (BSERC).
During the meeting the regional plan was introduced to the participants. Important topics of discussion were the responsibilities of the authorities for the Plan implementation, the replicability of its methodology to the other regions and municipalities, and its dissemination to municipal energy experts outside the Plan’s coverage.
On 26th May 2016, in Smolyan, a meeting of ARM’s General Assembly took place. The Plan was presented, the upcoming actions to guarantee its execution were discussed, and the Plan was officially endorsed. On 25th and 31st May 2016 Councils on energy efficiency under the supervision of the Regional governors of Smolyan and Kardzhali respectively were held. Each council is composed of energy experts from the municipalities in the respective District.
On 21st January 2016, the third CGC workshop was held in the town of Kardzhali. Representatives of municipalities, district administrations, energy utilities, and energy agencies participated in the meeting, organised by the Association of Rhodope Municipalities and the Black Sea Energy Research Centre.
The participants discussed the final regional maps on the Heating energy demand, RES heating potential and their future exploitation. They also debated about the results of the cost-benefit analysis of different options for heating in residential buildings and the funding opportunities for investments in renewable energy projects. The participants were invited to discuss the objectives and measures foreseen for the implementation of the Regional heating plan of the Rhodope region until 2030.
Examples of good practices of RES heating and cooling from Greece, Austria, Italy, Latvia and Spain were presented to the CGC members.
Finally, presentations of Horizon 2020 projects BioRES and Bioenergy4business projects were delivered. The local authorities showed interest and expressed their willingness to take part in the Logistic centres for biomass that would be established within BioRES.
Arpae and other European experts were invited to present their activities and results on crucial topics like energy efficiency, the Internet of things, energy policies and energy open data, at the final conference for the EU project, SUNSHINE.
Arpae presented the results of RES HC SPREAD project: data, maps on demand, energy supply, renewable potential and environmental sensitivity maps, as well as the participation process that led to the establishment of a shared agenda for the development of renewable sources for heating and cooling.
SUNSHINE is a research project supported by the European Commission and dedicated to the development of innovative digital georeferenced services, which can support the energy efficiency of both cities and buildings. The geographic and territorial data represent the core of the project.
Integrating them with other sources (e.g climate data) is fundamental to locate and monitor building consumption and to estimate the real energy needs of the residential sector, while creating an ‘energy map’ at the urban scale, thus encouraging significant energy savings.
